A Study on China's Industry Development Quality

长期以来,中国工业发展中重速度、轻质量,重规模、轻效益的现象比较突出,随着深层次问题和矛盾不断凸显,加快向质量效益型的发展模式转变势在必行。工业发展质量是一定时期内一个国家或地区工业发展的优劣状态,综合反映了速度、效益、结构、创新、资源、环境及信息化等方面关系的协调程度。通过构建工业发展质量评价指标体系,不仅能够对过去中国工业发展质量进行客观评价,而且能够对未来中国提升工业发展质量起到积极引导作用。"十二五"是中国转型升级的重要战略机遇期,应通过优化产业组织结构和积极发展战略性新兴产业以加快工业结构调整,通过加强对企业技术改造的支持和提高技术创新结果转化能力以提升技术创新能力,通过促进工业低碳发展和推进两化深度融合,全面提升中国工业发展的质量和效益。

The phenomenon of focusing on the speed and scale in stead of quality and efficiency in China＇s industry development has been a prominent problem for a long time.As deep-seated problems and contradictions continue to highlight,it is imperative to accelerate the change to the development model of quality and efficiency.The industry development quality is the state of the pros and cons of a certain period of time a country or region＇s industrial development.It is a comprehensive reflection of the coordination degrees of the relationship between the speed,efficiency,structure,innovation,resources,environment and information technology aspects.Build the evaluation index system of the industry development quality,not only to objectively evaluate the quality of industry development the past,but also to play an active guiding role to improve the quality of industrial development in the future.The period of 2011-2015 is full of the important strategic opportunities of China＇s transformation and upgrading,by optimizing the industrial structure and actively develop strategic emerging industries in order to speed up industrial restructuring,and by strengthening support for technological upgrading of enterprises and improve the transformation ability of technological innovation achievements to enhance the technological innovation ability,through the promotion of low-carbon industrial development and advancing the depth of integration of the industrialization and information to raise the overall quality and efficiency of China＇s industry development.
