以风—水互补方式促进我国风电产业发展

Complementarity between Wind Power and Hydropower in promotion of Wind Power Industry in China

为解决近年来我国风电产业高速发展中由于产业链前后端发展不平衡出现的后端阻塞现象,促进风电产业健康、持续发展,本文通过文献调研和案例归纳研究,分析了我国风力发电和水力发电现状,指出我国风电产业近年来发展面临的挑战和问题,认为我国风电产业仍处在跟进发展的初级阶段。结合风力发电的特点、水力发电的优势和存在的潜在制约因素,在充分论证技术路径和市场需求的基础上,提出加强关键技术研发和基础设施建设,解决远距离特高压输送、平衡电网波动等技术瓶颈,创新体制机制,运用市场化的运行管理方式和调控手段构建水力发电和风力发电两种发电方式协调互补机制,释放国内能源市场对风电大量的市场潜在消费需求,进而取得风电产业跨越式发展。

In order to resolve the lag between the back end and the front of China＇s wind power and hydropower industry chain,due to the rapid but uneven developing of the two in recent years,to promote a healthy and sustainable development of the wind power industry,through literature researches and case inductive studies,the article analyzed the current situation of wind power and hydropower in China,pointed out the challenges and problems in the recent wind power industry developing,and considered that the wind power industry in China is still at rudimentary stage. Considered the features of wind power,the advantages and potential constraints of hydropower,the article fully demonstrated the technical path and market demand,and proposed that to fully release the potential consumer demand in domestic market,and then achieve leaping development in wind power industry,one should build up mechanisms that allow wind power and hydropower,which are intermittent power supplies,to coordinate and complement each other,and strengthen power grid construction.Meanwhile solve the technology bottlenecks such as long-distance high voltage transmission,balance power fluctuations,etc.
