This paper introduces the economic and engineering description （ systematic analysis using engineer- ing approach） of macroeconomic management and the principle for counter - cyclical policy. In addition, the forward -looking management is described, and the efficiency evaluation of c management is ana- lyzed. The paper intends to improve monetary policy management, and provides guidance for the internal man- agement and efficiency evaluation of institutions and entities.
