政府交通出行信息具有重要的经济价值和社会价值,但缺少清晰的产权界定,制约了其开发利用的效率。财产是产权的客体,文章在讨论财产和产权概念的基础上,分析了政府交通出行信息的财产属性,定义了交通出行信息的产权概念,界定了交通出行信息的所有权、使用权、转让权、收益权和许可使用权等产权内容。

Governmental traffic and travel information has enormous economic and social value, but lack of clear definition of property rights has reduced its exploitation efficiency. The property is the object of property rights. Based on discussion of concepts of the property and property rights, this paper analyzes property attributes of traffic and travel information, defines the concept of property rights of the traffic and travel information, and describes the contents of it, including the ownership, use right, transfer right and right of license for use.
