“严打”模式新发展——“2010严打整治行动”评析

"严打"是针对复杂的社会治安形势,集中力量对违法犯罪现象给予严厉打击的做法,目的在于遏制短期内的违法犯罪激增,是一种国际通用的警务战略。从2010年公安部开展的"严打"整治行动来看,已经突破了原先的"严打"模式,"严打"在操作层面上主要由公安机关实施,依靠科技力量,依法严打,文明执法,重视保障人权,以打促防,以整促管,建立社会治安管控的长效机制。

＂Tough -on crime＂ campaigns refer to the activities or campaigns to impose strict measures to crack down on offence. They are employed as universal practices to curb frequent recurrences of crimes. Present cam- paigns have outgrown the former modes since 2010 when the Ministry of Public Security initiated regulations in this area.
