刻画作案人就其实质来讲,是侦查人员对作案人的动机特征、作案特征、物质特征、人身特征的认知过程,是侦查人员基于对犯罪现场及与案件有关的各类信息进行综合分析研究做出的一种判断。由于侦查活动的一系列认知过程本身具有固有的局限性,因此侦查人员在诸多不确定因素下,对作案人的刻画出现一定的认知偏差在所难免。分析刻画作案人出现认知偏差的原因具有理论和现实意义。
