东日本大地震中的地质信息服务经验与教训

Review of Geological Information Service in Great East Japan Earthquake

回顾了3.11东日本大地震的发生和受灾状况,分析了地质信息服务在本次地震中的应用效果,并从多个角度对日本的地质信息服务技术、内容及体制进行反思,总结了其中的成功经验和失败教训,揭示了提高信息服务的可靠性和服务水平所需要解决的重大课题。最后结合我国的实际情况,明确了我们在地质信息服务管理体制、技术和观念上的发展方向,并提出政策性建议。

This paper first briefly recalls the occurrence process and damage of the disaster, investigates the practical applications of the geological information service, and summarizes both the successful experience and the failures during the disaster prevention work. Then, the urgent task of improving the reliability and quality of the service is discussed. In addition, this paper elaborates the way we improve the management, technology and concept of geological information service in consideration of the situations in China. Finally, some suggestions on the development policy are provided.
