视觉障碍者和其他主体一样享有同等获取信息的权利,在网络环境下也是如此。要在保证不侵害版权人利益的情况下,确保视觉障碍者获取信息的权利,为他们创立多样化的感知信息的形式。认真研究视觉障碍者适用版权限制与例外的适用标准,适当调整版权使用的许可制度和提供先进的技术保障等都是十分必要的举措。

Visually impaired persons and other entities are entitled to equal access to information, in a networked environment as well. Under the background of the network environment, this paper first expound the necessity of visually impaired persons to apply limitations and exceptions to copyright , then study on issues like the applicable standards, convertible forms, permit systems and technical meas- ures, in order to ensure that visually impaired persons have the fights to access to information , and aim to achieve a balance of interests as well.
