在城市规划管理和国土资源管理融合的背景下,以智慧城市建设实践为纲要,利用物联网技术、计算机技术、数据仓库技术、GIS和三维技术,探讨构建上海市规划国土资源指挥监测中心架构,建立涵盖地下、地表、地上的空间和业务数据仓库,将城市管理内容动态地、立体地贯穿在规划、土地、地质地矿和阳光审批各板块内展示,形成具备集聚信息、实施监控、辅助决策等重要功能与一体的在线信息指挥监测系统。

Using the internet technology of computer,database,and GIS in three dimensions on connection with the contour of urban wisdom construction based on the fusion of urban planning management and land resource management to have the outline of smart urban construction practice,This document is a research on how to build the Centre planning and monitoring with command of land resources in Shanghai,including ranging on spatial databases and business data warehouse from the surface and underground,so that the urban management should be reflected dynamically in three dimensions in the plates of software to control plots of land,displaying geological,mineralogical and transparent authorization in the form of information gathering with online information,implementation monitoring,and this could help decision making and other functions of the command and control system.
