福建省建设用地报批地类精度分析研究

摘要 第二次全国土地调查,形成了现势性强、翔实、准确的土地调查图件和数据库成果,利用土地利用现状数据库审查建设用地报件中地类、权属面积已成为提升建设用地管理的必然手段,但是由土地勘测定界图和土地利用现状数据库比例尺、上图精度不同,以及存在地块坐标转换时位置偏移等问题,用地报批申报的面积往往与现状库中统计的数据不一致,这对基于数据库审查用地报件造成瓶颈。本文通过对引起地类误差的原因进行分析归类,并通过专门的课题调研、实地核实,从政策、技术、培训等上提出解决建设用地报批地类审查精度的具体措施。 The land survey maps and database with update and accurate were born after the Second National Land Survey.Use the land database to examine the construction sites reported to class and ownership area has become a necessary means to enhance the constructive land management.But there is a difference on the status quo database scale and accuracy of the figure;the position offset appears in the block coordinate transformation;the surface of the ground state will be also incoherence with statistical data,causing difficulties to rely on a database review of land reported.After analyzing and classifying the causing errors by a specialized research on this subject with field verification,this article proposes some specific measures to solve the problems of accuracy verification of land constructive approval in terms of political,technical and training.
