南非软实力建设之理论实践及对中国的启示

The Theory-Practice of South Africa's Soft Power Construction and Its Enlightenment to China

在人类历史上,随着殖民征服与支配行动的展开,"软实力"就在影响和控制"他者"上彰显出威势。而"软实力"当代常态性的出现,即作为民族国家对外战略的一种资源,则是较为晚近的事情。进入新的时空,不仅学界穷力捕捉"软实力"的学理性,而且国家也力图使"软实力"在国家内外关系中发挥硬实力难有的补充效应。对南非来说,自独立始,就以极大的主权优势展开了前所未有的软实力建设攻势。总体上看,软实力正在以表征南非社会普遍共识的模式,使南非在远离曾被边缘化的国际地位上产生着重要影响。南非将"软实力"转换为国家战略的最一般性根源,对中国当前和今后的发展有着深刻的启示。

Historically,with the development of colonial conquest and control action,soft power has been demonstrating its advantages on impacting and controlling＂the others＂.However,soft power as an ordinary state,namely as nations＇strategic resources is a thing in recent years.In the new era,not only the academic circles do their best to explore its rationality,but also the states try hard to make it play supplementary roles which hard power lack in domestic and foreign relations among different countries.For South Africa,she has been constructing her unprecedented soft power with her advantage of sovereignty since the independence.As a whole,soft power is becoming a model which is used to express South Africa＇s universal consensus,which makes this pre-marginalized country have an important influence in the world.South Africa turns soft power into a general national strategy,which has great enlightenment to China.
