In small-medium cities,there are fewer public libraries and the service system is not perfect,and especially there is a lack of community libraries.In the context of promoting the great development and prosperity of socialist cultures,the local university library should make full use of their own advantages and make up for the lack of public cultural facilities through various ways to serve the community.The article analyzed the necessity and strengths of the university library in small-medium cities for social services,and explored the effective ways of serving the community,such as opening the library to various researchers,organizing reading activities,establishing library consortia,conducting the training of users,and developing the in-depth information services,etc.
