在灾害管理实践中,信息是具有决定性作用的核心资源。灾害信息资源管理是一个多学科交叉融合的新领域,其理论基础至少涉及管理学和信息学两个学科领域。面向政府决策的灾害信息资源管理是一个新兴研究领域,从国外实践中,我们可以得到有益的启示。该领域以管理学为基础,突出信息学、灾害学和决策学的实践应用,围绕政府决策这一轴心,拓展灾害信息资源管理的重点研究,在科学、合理的信息资源管理理念和方法指导下,融合相关技术和系统手段,构建面向政府决策支持的灾害信息资源管理的基本框架、模式和机制,提高灾害信息资源管理活动的水平和效益,最终实现为灾害管理提供决策支持的目标。

In the practice of disaster management,information is the core resource of crucial importance.Disaster information resource management（DIRM） is a new and multidisciplinary area,the theory basis of which involves at least two academic areas including management science and information science.Since it is a new field of study,we can learn much from the practice of DIRM oriented to government decision-making in foreign countries.Based on management science,DIRM oriented to government decision-making stresses the practical application of information science,disaster science and decision-making science.We should focus on government decision-making to expand the core research area of DIRM.With the guidance of scientific and reasonable ideas and methods of information resource management,and the integration of related technology and system tool,the basic frame,model and mechanism of DIRM oriented to government decision-making should be constructed to improve the level and benefit of DIRM activities,and to achieve the final goal of offering decision-making support for disaster management.
