地位、方式及成因:关于我国县级政府及其行为的一个综述

Status,Style and Causes: an Overview of County Government and Its Behavior on Contemporary

本文通过文献综述的方式,对我国当代县级政府的地位、行为方式及成因进行了探索性研究。主要结论有:(1)县级政府的地位主要是受当前县域经济与县域社会管理在国家战略部署中现实地位提升的影响,且未来这一地位仍将进一步提升;(2)县级政府行为对上具有服从、博弈、欺瞒性,对下则具有威权与妥协、失范与无序的特征;(3)国家现代化追赶战略引起的地方政府竞争是县级政府一切行为的起点,而国家的策略安排与县级政府的自身特征的交叉造成了目前县级政府独具特色的行为方式。

By using the way of literature review, this paper is an exploratory study of the contemporary county government status, its behavior and causes. The result as follows, firstly, the status of county government is mainly affected by the current county economy and county social reality of the status of management in the national strat be further improved in the future; secondly, county government behavior＇ s style is to obey, contest and egic plan, and will dupe to the higher levels of government, and authoritarian, compromise, anomie and disorder to the management district; thirdly, the catch-up strategy of the country＇s modernization causing local government competition is the starting point of all behavior of county governments, the cross of the national strategy arrangements and the county government＇s own features causes the unique behavior style of county governments
