北京市中小河流现状问题与对策

The current problem of medium and small rivers and its countermeasures in Beijing

中小河流承担着防洪、排水、景观、水源等多种功能，是保障人民群众生命财产安全、经济社会发展的重要基础设施。在对中小河流进行调查的基础上，分析了中小河流的现状及存在的主要问题，主要包括中小河流的行洪标准低、水体污染严重、水生态环境脆弱以及管理机制不健全等问题。从中小河流的实际出发．按照建设“人文北京、科技北京、绿色北京”和中国特色世界城市对中小河流综合治理的迫切需求．有针对性地提出了综合规划、生态治理、加大投入及建立运行管护机制等对策措施．指导北京市中小河流的治理工作，建设生态、有水、安全的河流，为推动绿色北京建设提供重要的水资源和水环境保障。

Medium and small rivers bear a variety of functions, such as flood control, drainage, landscape and water supply. They are proved to be the important infrastructure which can protect the safety of people＇ s lives and property and support the sustainable economic and social development. In this paper the current situation aod the main problems of medium and small rivers were analyzed based on an intensive survey, which concern low flood standard, serious water pollution, fragile water ecological environment and the unsound management mechanism and so on. Based on the factual situation of the medium and small rivers, with full account of the standard of the world ranking city with Chinese characteristics and the requirements of ＂Humanistic Beijing, scientific and technological Beijing, Green Beijing＂ the paper has put forward the specific advices concerning the overall planning, ecological management, investment increasing and the management and protection institution for the functioning and so on. The objectives are to offer a guide for the management of the medium and small rivers in Beijing and realize ecology-friendly, water supply adequate and water quality safe rivers and serve to protect the water resource and environment as one of the support for the construction of Green Beijing.
