Since the reform and opening up,the level of factors of production in China market has lagged far behind the level of the market in the area of commodities.Guanzhong-Tianshui Economic Zone economy is to achieve lasting,rapid and healthy development must seize the opportunity of western third of the second Five-Year Development Plan,to speed up the reform of factor markets,marketoriented configuration.
