The advance or not of cost technology directly relates to the implementation of rationality of project cost.To this end,to establish cross-sector collaborative mechanism and practical mechanism for field observation should become the duties and responsibilities of cost staff.The economics analysis and operation of its rationality should focus on the quality of personnel,information transmission,incentive mechanism and bounded rationality.
