In the digital environment, the library gradually extends its rational use to the network, and promotes the fair use rights of works based on the four dements of rational use; the copyright controls also restrain the rational use of the library. The library provides new exceptions to the techno- logical measures legally, and modifies pertinently digital rights management system, in order to safeguard the library＇s reasonable share of copyright interests.
