跨界水污染防治中地方政府议价机制研究

An Analysis on the Intergovernmental Bargaining Mechanism in Transboundary Water Pollution Controlling

跨界水污染问题日益严峻,成为可持续发展面临的主要问题之一。地方政府在治理的过程中,虽然开始注重加强相互间合作,但合作常常流于形式,议而不决、决而不行。文章在分析跨界水污染问题特征的基础上,借鉴公共治理理念和方法,提出构建地区间议价机制作为跨区域合作的实施机制,并进一步提出建立相应的议价环境支持系统和议价过程支持系统等治理对策和建议。

The problem of transboundary water pollution is so serious that it needs to be resolved by deepening the cooperation between local governments. To avoid inter-regional cooperation to become a mere formality, interregional negotiation mechanism is an efficient alternative for government. To obtain fairness and efficient outcome of intergovernmental negotiation, it is necessary to ensure the fairness and freedom of bargaining, which requires establishing bargaining environmental support system and bargaining process support system.
