Analysis on Ecological Compensation Caused by Environmental Risk in Coastal Chemical Industry Park based on Game Theory

海上化学品泄漏的环境风险问题已经成为威胁我国海洋生态安全的重要因素之一,确定环境风险的生态补偿标准将激励风险企业自觉采取有效的风险防范措施减少其行为带来的外部不经济。博弈法确定的海洋生态补偿标准(C1/a-L)与环境风险造成的海洋生态损失无关,仅仅与企业自身的风险防范成本和风险发生概率有关,管理部门可以根据化工企业风险预防措施的效率变化,定期改变对企业的风险预防要求,迫使企业增加风险预防成本,从而增加激励。

The environmental risks caused by chemical spill have become one of the most important factors threatening the marine ecosystems. Setting the limits of marine ecological compensation based on environmental risk analysis will encourage the explorers to take effective measures to prevent environmental risks, in order to reduce the external costs. Compensation criteria based on game model （C1/a-L） have nothing to do with marine ecological damage caused by environment risks. It only has relationship with the probability of chemical spill and investment on risk prevention. Government can change the request to preventing the risk in order to encouraging enterprise to increase the cost of preventing the risk of chemical spill.
