回顾总结水资源论证制度实施以来的工作成效和经验,强调新时期加强水资源论证工作的重要意义和应把握的主导思想,从严格建设项目水资源论证、大力推进相关规划水资源论证、加强水资源论证基础工作三个方面,对下一步扎实做好水资源论证工作提出了明确思路。
Achievements and working experiences since the implementation of water resources evaluation system are summarized. The great significance and concept for strengthening water resources evaluation in the new age is highlighted. Recommendations are raised for consolidate work in the next step, in three respects of regulating water resources evaluation of construction project, emphasizing its role in planning and basic work.
