The implementation of water resources evaluation system is one of the key part of establishment and introduction of the most strict water resources management system as well as transformation of economic and social development pattern in Hebei Province. New problems are emerging along with its implementation. Therefore, it need to improve the system and accelerate transfer of economic development pattern, so as to ensure stable and fast development local economy and society together with increase of water use efficiency and benefit.
