北京市规划水资源论证有关问题分析

Analysis on problems of water resources evaluation in planning in Beijing

由于水资源禀赋先天不足,加之经济社会发展需求不断增长,水资源已经成为制约北京市城市建设与经济社会发展的瓶颈。为了保障首都社会、经济、资源、环境的可持续发展,在城市规划管理中,尝试推行规划水资源论证制度,以水资源承载力作为支撑城市可持续发展的重要因素,促进首都加快转变经济发展方式,提高用水效益,控制用水总量。结合北京水资源开发利用及城市规划情况,从规划论证范围、内容、组织方式、可供水量、需水量预测等方面进行分析研究,并给出建立规划水资源论证制度及制定相关技术要求的建议。

Water is not rich in Beijing Municipality and it has restrained city construction and social and economic development along with continuous growth of economy and society. In order to ensure sustainable development of society, economy, resources and environment, water resources evaluation mechanism has been introduced in city planning. Water is regarded as a key factor to support sustainable development of the capital, therefore it is vital for increasing water use efficiency and controlling the total amount of water use by means of accelerating transformation of development pattern. Studies are made in the aspects of evaluation scope, contents, organizational structure, water availability and prediction of water demand. Suggestions are given on how to establish water resources evaluation system and relevant technical requirements.
