基本公共服务均等化是保障公平正义的基础,公平正义是基本公共服务均等化的本质要求。我国基本公共服务供给不足、发展失衡直接影响着社会公平正义的实现,需要深化行政改革,通过建立以民为先的责任体系、参与和监督体系、合理的考核体系等,提升政府服务意识,推进政务公开透明,建设服务型政府,从而促进基本公共服务均等化。

Equal basic public service is the basis of equity and justice,and equity and justice are the essential requirement of the equalization of basic public service.The country’s basic public service is in short supply and unbalanced,which directly impacts the realization of equity and justice.So it is necessary to deepen administrative restructuring by establishing a people first responsibility system,a participation and supervision system and a rational check system,enhancing government’s awareness of service,making government affairs known to the public,and building a service-oriented government so as to be able to provide equal basic public service.
