论政府信息公开中公众的体验及其改善路径 被引量:8

摘要 政府信息公开目的的实现有赖于公众对其具有良好的体验,公众体验包括信息获取体验、信息真实性体验和利益相关性体验三个方面,分别以政府的行为态度、制度技术和价值取向为保障条件。但当前我国一些政府部门在信息公开工作中态度消极、制度及技术落后、价值取向偏失却导致公众时常产生负面体验,严重削弱了政府公信力,因此在政府信息公开中,应通过改善政府态度、健全相关制度及采用相关技术、纠正政府的价值偏向等措施,来改善公众体验,维护和增强政府公信力。 To fulfill the purpose of government information disclosure depends on public's good experi- ence of the policy implementation. Public's experience of government information disclosure includes such three aspects as: access to the information; the authenticity of the information; and the benefit of the information. These are all determined by the government's behavior, attitude, systems, technolo- gies, and value orientation concerning publicizing its information. But some local governments' nega- tive attitude towards information disclosure, their outdated systems and technologies, and wrong value pursuits have caused the public to form a bad experience of the policy has consequently been damaged seriously. Therefore, we should better prove relevant systems and technologies, correct government's values, prove public's experience and to maintain and strengthen government's , and the go government's credibility vernment's attitude, im- and take other measures to im- credibility.
