基于DEA分析的高新区发展对策研究——以湖北省为实证分析

The Developmental Countermeasures Research of High-tech Zones based on the Analysis of DEA——In Hubei Province as an Example

高新区作为一种新型经济组织形式,在地方经济发展中具有举足轻重的作用,目前加快高新区的发展对于落实自主创新战略和建设创新型省份具有非常重大的意义。本文采用数据包络分析方法(DEA)来分析湖北高新区运行效率状况,发现湖北多数高新区存在技术效率和规模效率都偏低的问题,借助调研明确了产生问题的根源,由此提出了加快湖北高新区发展方向的切实可行的指导性政策建议,这对中西部省份高新区的可持续发展也具有较强的借鉴价值。

As a new form of economic organization,High-tech zone plays a decisive role in local economic development.Now,accelerating the development of High-tech zones has great significance for the implementation of the independent innovation strategy and building an innovation-oriented province.This paper uses DEA to analyze the operating efficiency of Hubei High-tech Zones and we find that both technical efficiency and scale efficiency are low in most Hubei high-tech zones.Then we clear the reasons of the problem by the field research.According to the analysis of DEA and field research,we propose the practical guidance to policy recommendations to accelerate the development of Hubei High-tech Zones and we believe the recommendations also have a strong reference value on the sustainable development of the high-tech zones in central and western provinces.
