西南地区应抓住西部大开发的机遇，缩小与中、东部地区经济发展的差距，要重点考虑以下几方面：进一步健全和发展区域市场体系；积极有效地发展高等教育；大胆、破格使用人才，加大人力资源投资；注重科技创新，提高科技对经济增长的贡献度；充分发挥中心城市及城市经济圈的辐射和带动作用。

The opportunity of western development should be realized in southwest to narrow the gap between southwest and middle and east areas. We should stress on the following aspects : further completing and developing regional market system, actively and efficiently developing higher learning, bravely breaking the old rule to use talents, increasing investment in human resources, paying more attention to scientific and technological innovation, increasing economic growth rate contributed by science and technology and sufficiently giving free rein to the radiation and the leading role of central city and city 's economic zone.
