基于因子分析的基本公共卫生服务均等化影响因素研究

Study of the Influencing Factors of Basic Public Health Service Equalization Based on Factor Analysis

目的:分析影响基本公共卫生服务均等化实现的各方面因素,提出相应的政策建议。方法:对安徽、广东、四川、黑龙江四省基本公共卫生服务实施情况开展问卷调查,运用SPSS17.0对调查结果进行因子分析。结果:监管激励、政府支持、地域环境、人群差异、需求认知、人员素质、直接领导是基本公共卫生服务项目实施的显著影响因素。结论:七类因素对基本公共卫生服务均等化影响显著,建议完善法律保障体系、改善考核体系、优化执业环境、增大政府支持力度。

Objective： To analyze the influencing factors of Basic Public Health Service equalization and advance corresponding policies. Methods： We investigated the implementation of the Basic Public Health Service at different levels in Anhui, Guangdong, Siehuan and Heilongjiang and used SPSS17.0 to analyze the data by Factor Analysis. Results： Supervision and incentive, government support, geographical environment, different population, cognitive demand, personnel quality,direct leadership are the main influencing factors for implementation of Basic Public Health Service. Conclusion： The seven influencing factors effect the equalization of Basic Public Health Service significantly. Improving the legal system,advancing the evaluation system,optimizing the practicing environment and increasing government support should be considered.
