国外公共政策协调方式对实施我国基本药物制度的启示

Lessons from Foreign Coordination Ideology on Public Policy in the Implementation of Essential Medicine System in China

基本药物制度在制定与实施过程中涉及到卫生、财政、价格以及人力资源和社会保障等多个部门,存在大量协调问题,亟需研究与解决。归纳分析国外协调工作的成功经验以及实践中所体现的协调思想与方式,探讨国外公共政策协调方式对我国基本药物制度推行的借鉴作用,重点从公共政策协调的制度、组织和法律方式及实践方面进行分析与总结,分析我国基本药物制度推行中协调工作现状和存在的问题的基础上,提出结合我国国情的基本药物制度制定和实施中改进与完善协调工作的政策建议。

The developing and implementation of National Essential medicine System（EMS） is involving many departments such as ministry of health, finance, price, HRSS （Human Resources and Social Secuity） in which a lots of coordination issues are needed to be research urged. literature and Inductive methods.The coordination methods and practice on public policy in the institutional, organizational and legal aspects are reviewed. Some suggestions are made according to the advanced experience and ideas from foreign coordination and the special situation in the imolementation of essential drugs system in China.
