Research on Countermeasures of Marine Industrial Structure Optimization in Shanghai

海洋经济的发展已成为"十二五"期间中国经济可持续发展的重要载体和新动力。从上海海洋产业发展的现状出发,分析了海洋产业发展中存在的主要矛盾。在此基础之上,以空间为载体、产业为核心探讨了上海海洋产业结构优化对策。空间上是从立足未来有望在长江口形成亚三角洲体系的历史性新契机,提出上海海产业发展空间战略构想。即以长江口及口门内外为"一核",以临港新城和崇明岛为"两翼",以滨江临海经济带为"一带",产业上以第二、三产业为突破口,未来形成发展五大海洋支柱产业和四大海洋先导产业的海洋产业发展格局。

In the period of the Twelfth Five - year Plan, marine industry became an important carrier and new motive power of Chinese sustain- able development. Through the incation of current situation about Shanghai marine industry, the authors clearly stated its main contradiction. Based on that, this paper discussed two countermeasures to optimize the structure of Shanghai marine industry, with space and industry perspectives. On the one side, basing on the historical opportunity that it was estimated to form the sub- delta system in the Changjing River estuary, Shanghai marine in- dustry restructures the＂one - core, two - wings, one - band＂ spatial layout. On the other hand, taking the secondary and tertiary industries as the breakthrough, Shanghai marine industry established five pillar and four guiding industries.
