道路拥挤收费是一种交通需求管理的有效措施。真正意义上在城市道路范围大规模成功实施拥挤收费的只有伦敦、新加坡和斯德哥尔摩。我国进行拥挤收费在技术可行性、基础设施支持和社会环境保障方面已经具备条件。
Road congestion charging is an effective measure of traffic demand management.On the true meaning there are only London,Singapore and Stockholm which successfully implemented large-scale congestion charging in the urban road range.China has had the conditions of congestion charging in the respects of technical feasibility,infrastructural support and security of the social environment.
