我国涉警网络意见力量的真正形成始于2003年。以"孙志刚案"为典型代表,2003年是涉警网络舆论蓬勃发展的重要标志年,有人也将2003年称作是"涉警网络舆论年"。从2003年的萌发,到2005年的发展,再到2008年开始的爆发,一直到2011年势态渐趋平稳,涉警网络舆论也完成了从肇始发端到喷薄泉涌再到平缓稳定的发展历程。在涉警网络舆论应对中,要积极打造公安微博平台,积极推出意见领袖,积极吸引青年网民的关注,做好涉警网络舆论导控。
