摘要
目的评价武汉市基层卫生服务机构基于人口数量、地域面积的人力资源配置公平程度。方法运用描述性研究、洛伦茨曲线和基尼系数对基层卫生服务机构人力、机构数量配置的现状、公平性进行分析。结果基于服务人口配置,卫生技术人员与机构的基尼系数分别为0.08、0.13,机构数配置公平性较好;基于地域面积配置,其基尼系数分别为0.38、0.41,相对不公平。各个基层卫生服务机构技术服务人员培训的机会并不平等,基尼系数为0.34。结论武汉市中心城区基层卫生服务机构人力资源数量配置相对合理,但应进一步重视人力资源的地域面积配置与基层卫生技术人员参与培训的公平性。
Objective To evaluate the fairness of the allocation of the human resources of the primary health services on the ground of the service population and service area. Methods Descriptive statistical method and Lorenz curve and Gini coefficient were used to analyze the fairness of the allocation of the resources of the primary health services. Results On the ground of the service population, the quantity of technical staff and primary health institutions were relatively fair, the Gini coefficient was 0.08 and 0.13 respectively. The geographical distribution was relatively unfair, the Gini coefficient was 0. 38 and 0. 41 respectively. The training opportunity for the technical staff was unfair, the Gini coefficient was 0. 34. Conclusions The allocation of the human resource in the primary health institutions was relatively reasonable in Wuhan city. However, more attention should be paid to the geographical distribution of the human resources, and the fairness of the training for technical staff should be improved.
