论权力制衡与行政监督

On Power Restrict and Administrative Supervision

行政监督指以政府为对象的监督 ,是多元政治主体对政府权力的监控与制约。改革开放以来 ,我国采取了以下放权力为导向的行政体制改革 ,与此同时也出现了普遍的权力失范现象。加强行政监督是规范权力运用、遏制腐败蔓延、实现民主政治的必由之路。本文勾勒了行政监督理论研究的分析框架 ,并对行政监督的理论基础进行了详尽探讨。文章强调权力配置与权力制衡必须协调一致 ,行政权限的下放必须与监督机制的建立同步进行。

Administrative supervision is supervision on government. It is supervision and controls the power of government by more politics main body. Since reform and open our country has reformed the system of government through descending the administrative power and the corruption spread meanwhile. It is the main way for achievement of power criterion and democracy. This article describes the analysis frame of administrative supervision and the theory of administrative supervision is researched thoroughly. It is emphasized that the power and supervision should correspond.
