In modern Shanghai,the electric power enterprise of Public Concession developed rapidly.As a kind of public utility,its property right also had changed several times.The electric power enterprise either public or private was involved in municipal,consumer and industrial interests of three parties.The changes of property right of the electric power enterprise of Shanghai Public Concession,from private to public,then from public to private,reflect the interests of the three parties in the game and coordination,and the influence of the special concession system had on the development of the electric power enterprise in modern Shanghai.
