摘要
美国教育的失败、教育理念的变化及教育技术的发展迫使美国利用教育技术改革其教育,其中一个重要举措就是制定教育技术规划并将其提升为国家优先发展战略。美国教育技术规划提出了一个反映最新学习科学成果的学习模型,触发了其整个教育系统的变革。其特点是注重实证分析与论证,强调立法,瞄准未来全球竞争,指出了基于技术学习和评估的重要性。而我国处于教育信息化的起步阶段,其规划的目的、意义及特点与美国教育技术规划相比,存在一定的差距。因此,要学习借鉴美国的经验,将教育信息化列为国家优先发展战略,将信息素养内容融入学习内容,出台公益事业单位宽带接入优惠政策,加强政府各有关部门、电信运营商及各级各类学校之间的合作。
Failures in American education, evolutiong of education idea and development of education technology leads to the use of the education technology to reform its education system. One of the important measures is making education technology plan and they make it a national priority strategy in which they invented a new study model that realize the latest study science results and promote all education system so as to keep her global competitiveness. The plan emphasizes theoretical and empirical analysis, legislation, and global competition. However, China is in the initial stage of information, its background, objective, legal status, cognition of evaluation and the way of argumentation is different from that of US and has a certain gap. Therefore, we should learn from the US experience to prioritize information education, integrate information quality into study contents, issue preferential policy for public welfare institutions to access broadband internet, and strengthen the cooperation between government departments, internet providers and schools at different levels.
