Theoretical Discussion on Public Welfare and Social Functions Performed by Large-scale Public Hospitals

基于对公立医院公益性和社会职能的再认识分析，提出公立医院改革的核心或方向不在于公益性回归，而在于公立医院坚持公益性和履行社会职能的有效实现形式的改革和探索。进而从理论上探讨我国大型公立医院公益性和社会职能的有效实现形式，为大型公立医院改革提供参考。

Basing on the recognition and analysis on public welfare and social functions of the public hospitals, the authors said that the core or the direction of the reform in public hospitals does not lie in the regression of public welfare, but on the persistence in public welfare, and on the reform and exploration on the effective ways of the realization of social functions, which probes theoretically into the effective ways of the realization of public welfare and social functions of public hospitals and provides the reference for the reform in large-scale public hospitals.
