摘要
美国奥巴马政府于2012年2月13日发布了2013年财政预算。新一年的教育预算中有127亿美元用于特殊教育,占总教育经费预算的18.2%,着重改善残疾儿童的教育和早期干预结果。2013年财政预算通过新增一系列特殊教育经费投入,确保0-21岁的残疾儿童少年群体接受教育,实现教育公平。本文通过对美国自2008年到2013年预算中特殊教育经费投入数据的梳理,重点比较2012年和2013年预算中特殊教育经费的投入与使用情况,分析美国特殊教育经费投入现状,为我国特殊教育经费投入与使用提出建议。
In February 13, 2012, Obama Administration has released the Fiscal 2013 Budget. There includes $12.7 billion for special education in the new year's education budget, 18.2 percent of the total education budget, focusing on improving the educational and early intervention outcomes for children with disabilities. The 2013 request funds a wide range of programs that can indeed to protect the children with disability ages 0 through 21 to receive education, so as to realize educational equality.By comparing the input of special education from 2008 to the fiscal 2013 budget, emphasizing on comparing the inputs of special education from the fiscal 2013 budget with the fiscal 2012 budget, analyzing the actuality of the input of special education in America, so as to make recommendations accordingly for the development of China's special education.
