摘要
在日本,能效技术创新不断推动着各产业领域的能源转换与利用效率的提高,在降低资源对外依赖程度上发挥着巨大作用。日本政府推行的能效技术创新政策从"月光计划"到节能技术创新战略,不断推动着日本能效技术创新体系的完善,为日本建设低碳社会提供了强有力的支持。分析日本能效技术创新政策的沿革与最新动态,对其打破锁定进行路径创造的行为进行研究,进而提出针对中国能效技术创新发展的相关启示。
In Japan, technology innovation of energy efficiency plays an important role in both improving energy efficiency and reducing dependence on foreign energy supplies. From "Moonlight Plan" to Energy - Saving Technology Strategy, Jap- anese government has gradually set up a comprehensive technology innovation system of energy efficiency which gives strong support to Japan' s "low carbon society". This paper analyzes the development as well as the new trends of Japanese energy efficiency technology innovation policies, discusses its measurement of path creation to break lock - in, and finally puts forward suggestions to China.
