摘要
正确的区域资源管理是一个关系到人类永续发展的战略课题。面对区域资源的可持续利用及各利益主体对资源开发项目的不同态度,以可持续发展和规制市场经济理念为指导,创新性地构建"经济-社会-环境"和"政府-市场-公众"双重资源管理指标体系及决策模式,既保证区域内资源可持续开发的要求,又达到三者满意度相对较高,并采用多种数学方法及MATLAB软件编程实现。通过实例表明,此定量决策模型为现阶段区域资源管理领域提供了决策参考。
The right regional resource management is a strategic subject to sustainable development of human being. Facing the problem of regional resources sustainable utilization and each interest subject＇ s different attitude towards the project, this paper innovatively puts forward a double resource management index system and decision model on ＂economic - society - environment＂ and ＂government - market - public＂ under the guidance of sustainable development and market economic regulation. It can guarantee not only the requirement of resources sustainable utilization but also the rela- tively high satisfaction of three individuals of its region. And it is implemented by various mathematical methods and MATLAB program. The quantitative decision model provides a reference for resource management area at present.
