摘要
制度建设的公平诉求要求在每一项制度的创制和实施过程中同时考虑到效率和公平。在现代民主社会,制度建设与完善不仅要保障多数人的权利,更要求尊重和维护少数人的权利。中国公务员考录制度在合乎资格的考生之间确实体现了一定程度的竞争性公平,但在实践中却对特定群体进入公职形成了巨大的障碍,中国考录制度的社会公平性仍要继续完善。
Fairness is the sine qua non of the institutional building,which requires to take both efficiency and fairness into consideration in institutional creation and enforcement.In a modern democratic society,institutional building and bettering need to respect and vindicate the rights of the minority as well as to ensure the rights of the majority.China's public servant examination and recruitment system is fair to competitive examinees to certain extent,but it does obstruct certain group of people from entering civil service.Thus,the fairness of such a system should be further promoted.
