摘要
总结余姚市水利局实施国库集中支付改革的实践,探讨财务人员短缺、业务素质下降,计划的高度精确性与项目管理复杂性之间的矛盾,畏难和抵触情绪并存等需进一步解决的问题,提出预先做好人员准备,提高从业人员素质,加大对改革的宣传力度,努力实现预算的科学化、精细化,建立和完善相关制度,理顺国库集中支付管理体系等一系列措施。
The practices of reform of centralized treasury payment of Water Resources Bureau of Yuyao City are summarized.The problems required to be further solved are discussed,including shortage of financial staffs,decrease of staffs'qualification,sharp contradiction between high precision of planning and complexity of project management and coexistence of the moods of being afraid of difficulty and conflicting.Some countermeasures are put forward as follows: advance reserve of financial staffs,improvement of employed staffs'qualification,promotion of dissemination of the relevant reform,full realization of scientific and refined budget,establishment and improvement of the relevant system,and effective implementation of the centralized treasury payment system.
