摘要
阐述了统筹地勘单位改革与省级公益性地质调查队伍建设的必要性;分析了统筹改革要解决的几个难题:公益性地质调查队伍规模偏小、公益性地质调查队伍管理关系不顺、地勘单位与下属的公益性地质调查队伍发展方向上的矛盾;对推进统筹改革进行了相关理论思考:公益性地质调查队伍规模问题、商业性地质工作及队伍来源问题、政府管理与服务科学化的要求问题;从西南西北地区实际出发,探索了推进统筹改革的具体做法:将公益性队伍划归国土资源厅(局)管理、将地勘单位人员按自愿原则进行公益性与商业性分流、对地勘局进行更名改制。
This article discusses the necessity of carrying on reform of the geo - exploration enterprises and coordinating the building of provincial public geological survey team ; Analyze several important problems that should be solved during co - ordination reform process: small scale of public geological survey team, not consistent management relationship among public geological survey teams and the discrepancy of the development trend between the geo - exploration enterprises and their public geological survey teams etc. carrying on relevant theoretical research: scale of public geological survey team; sources of commercial geological work and the manpower source; governmental management and scientific service machnism ; Propose the detailed approaches of carrying on coordina- tion reform based on the practical investigation of Southwestern and Northwestern regions: Provincial public geological survey team will be placed under the management of Provincial Land and Resources (Bureau) ; the employee from geo - exploration enterprises will be divided into public and commercial class on a voluntary basis; restructure and re - name the provincial geological bureau.
