电子政务背景下的公众参与较以往的公众参与具有便捷性和丰富性的优势。我国电子政务背景下的公众参与经历了由零星发展到基于事务的公众参与,再到沟通、互动的公众参与的演变。目前,我国公众参与的发展相对滞后于信息技术的发展,电子政务中对公众参与的回应力度不够。因此,为了更好地发挥公众参与的作用,需要政府更加开放,有序地推进民主进程,并加大对公众参与的回应力度。

Public participation in the e-government context has the advantages of convenience and richness compared with the previous public participation. China＇ s public participation in the e-government context has experienced great changes from sporadic participation to affair-based public participation, then to positive and interactive participation. At present, the development of public participation lags behind the development of information technology, and the response of e-government to public participation is not enough. Therefore, in order to better play the role of public participation, it is necessary for the government to open and orderly promote the democratic process and to enhance response to public participation.
