建立省级耕地占补平衡指标储备机制问题的探讨

耕地占补平衡制度是我国耕地保护的一项基本制度,对保护耕地,确保国家粮食战略安全,实现经济社会可持续发展等方面发挥了重要作用。当前,宁夏经济社会快速发展,对土地特别是耕地的需求量逐步增加,耕地占补平衡的矛盾日益呈现,通过对宁夏耕地占补平衡存在问题进行深入分析,有针对性地提出几点对策。

The farmland occupation and supplement balance system is a basic system for protection of farmland in China. It has played an important role in protecting farmland, ensuring national food security and achieving sustainable development of the economy and society. At present the economy and society of Ningxia is developing rapidly and the demand for land, especially farmland is increasing gradually and the contradiction between occupation and supplement of the farmland is increasing day by day. Based on a deep analysis of the existing problems in the farmland occupation and supplement balance in Ningxia, several points of targeted countermeasures are put forward.
