城市社区治理多元共治研究——以三明市梅列区为例

On the Pluralism Governance of Urban Community:Cased by Meilie County in Sanming City

城市社区多元共治是城市社区各类主体基于市场原则、公共利益和社区认同,互动合作,共同参与管理社区公共事务,满足社区需求,优化社区秩序的过程与机制。三明市梅列区各社区以"网格化管理、网络化服务"为平台,创新治理模式,探索多元共治,有效提升了社区服务管理水平。深化多元共治,一要创新载体,进一步发挥社区党组织的领导核心作用;二要实现居委会去"行政化",回归其社区自治组织主体角色;三要完善制度,进一步拓展居民参与社区治理的平台和空间;四要建立健全物业自治机构,提高小区自治水平。

The pluralism governance of urban communities are the progress and mechanism of various kinds of main body of the urban communities interacting and cooperating, participating jointly in the public affairs of the community, meeting the need of community, optimizing order of the community based on the market principles, public interest and community identity. Communities in Meilie county in Sanming city taking ＂grid management, network service＂ as a platform, innovated the model of governance, explored the pluralism governance, promoted effectively the level of community services and L management. To deepen pluralism governance, the first is to play the core leadership of the community Party, the second is to realize the de-administration of neighborhood committees and return its principal role of community self-organization, the third is to improve the system, further expand the platform and space of residents participating in community governance, the fourth is to establish and improve the property autonomous institutions and promote the level of community self-governance.
