回顾依法治国方略的推进进程,不难发现法治政府的建设需要分阶段、有步骤、有重点地予以推进,法治政府建设不可能一蹴而就。法治政府建设正经历"制度建设型"到"落实回应型"的历史转变。如何推进依法行政,严格执行法律,有法必依、执法必严、违法必究是当下的重要任务,而对行政机关及其工作人员依法行政进行目标、绩效考核是走出经济GDP崇拜,树立法治GDP观念的重要内容。对北京等省市的依法行政考核办法进行梳理,力图分析各地立法得失,为完善依法行政考核办法,树立法治GDP观念做出应有努力。

To review the process of the implement of general plan of running a country in accordance with the law, it is not difficult to find that the construction of government under the rule of law require a phased, step-by-step and focusing implementing which can not be done overnight. Government construction of the rule of law is going through a historic change from the type of ＂institutional building＂ to the type of ＂implementation and response＂. How to push forward administration by law, those to strictly enforce the law and Laws must be strictly observed and enforced and lawbreakers must be punished are the important task at present. That to evaluate the target and performance of administration by law to the administrative organs and their staff is an important content of going out of the economic GDP worship and establishing the concept of ＂the rule of law GDP＂. The paper sorted out the assessment method of administration by law in Beijing city and other provinces, tried to analyze their gains and loses and made due efforts to improve the assessment methods of administration by law, establish the concept of ＂the rule of law GDP＂.
