摘要
发明专利是衡量技术创新的重要指标,对一个国家或地区的经济和社会发展具有重要促进作用。利用福建省科技活动的相关时间序列数据,基于VAR模型,运用协整、脉冲响应函数和方差分解,实证分析福建省主要科技活动执行部门的人均研究与试验发展经费支出、活动人员数,与发明专利申请量之间的关系,得出优化配置福建省科技执行部门的科技投入结构对其提升技术创新能力的影响是显著的,并简要提出相应的政策建议。
The invention patents are an important indicator of the measure of technological innovation which play an important role in promoting economic and social development of a country or region. Using the related series data of science and technology activities in Fujian province, based on VAR model, applying with cointegration, pulse response function and variance decomposition, the paper analyzed empirically the research and experimental development appropriation expenditure per capita, the number of people of the executive department of the major scientific and technological activities in Fujian Province and the relationship with the amount of patent applications, drew a conclusion that to optimally allocate the investment structure of the executive department of the science and technology in Fujian province had significantly impact on promoting the capability of the technological innovation and finally gave a brief policy recommendations.
