以广播电视大学系统为基础组建远程开放大学是落实"教育规划纲要"的重大战略举措。精良的师资队伍是构建一流开放大学最重要的人本条件,然而目前远程教育教师的能力素质结构、知识存量、教育技术水平等都面临着新的挑战。要秉承"以人为本"的理念,采取切实可行的措施,全方位促进远程教育教师队伍的发展,以适应开放大学建设的需要。

Establishing the advance open university based on broadcast and television university system is the significant strategic move in carring out ＂the education planning outlines＂ The outstanding teaching staff is the most important humanity condition on construct the first-class open u- niversity. However, the ability structure, knowledge stock and education level of advance education teachers are facing new challenge now. So we should insist human-oriented concept , take practically measures, improve advance education omnibearingly to meet the need of ooen university construction.
