突发自然灾害政务微博发布的实证研究——以北京7·21暴雨为例

Empirical Research of Government Micro-blog Release in Dealing with Sudden Natural Disasters——A Case Study of July 21st Torrential Rain in Beijing

2012年7月21日,北京遭遇几十年一遇的暴雨灾害,在整个灾害过程中,北京市新浪微博发布厅中一些政务微博能够及时发布信息,给救灾提供了重要帮助,也安抚了民众灾害期间的情绪,对社会稳定起了重要作用。但是,也有一些政务微博在灾害期间基本上没有发布信息,或者发布的信息与灾害无关,对微博舆论应对不足。整体来看,新浪北京微博发布厅中70余政务微博,存在原创信息过少,对社会舆论应对能力不够,没有抓住微博快速、及时、社交性传播的特点的情况。

On July 21st,2012,Beijing encountered the worst storm disasters in the past decade.In the whole process of disasters,the Beijing municipal government,by using Sina Micro-blog,regularly release information,provides timely relief work and also quieted the people during the disaster.The social stability has played an important role.However,there are some government Micro-blog in disaster period,which basically did not release information,or information released has nothing to do with the disaster and did not respond to the Micro-blog public opinion actively.On the whole,of all the information released,we can see that problems such as too little original information,inability in coping with the social public opinion,slow response to the Micro-blog,and the characteristics of timely publicity of micro-blog of situation is not reflected enough.
